Service Forum Question

Pardon my ignorance as i have just wandered into the service forum for the first time.

if this forums isnt for "Professional cappers (those that sell plays)", where do these picks that are being posted come from? Are they touts? Just Bonus Plays that are floating around the internet? Are records kept on any of these guys?
